SUMMARY:Special Working Group LGD Reference Model (15/7/2019)
DESCRIPTION:Dear LGD reference model WG members\, \nSince two weeks\, we’ve had discussions with FCG\, Pubudu and the chairs of the WG. \nThe situation is now clarified in that the extension would require a delay of minimum 6 weeks with risks regarding the validity of applying the LC RDS onto this new scope. \nTherefore\, it is asked to vote pro or cons the extension of the scope. \nPlease vote by email by replying to this email to olivier.plaetevoet@globalcreditdata.org or by attending the last special WG this Monday July 15th at 2pm-2:30pm CET / 8am-8:30am EDT / 10pm-10:30pm AEST  . \n  \nDetailed information: \nArguments for the rescoping: \na) The current study is based on the assumption that the Large Corporate segmentation is representative for LGD modelling. Basing on this assumption may lead to inaccurate results. \nb) The study is not relevant for banks that don’t use the Basel FAC segmentation (eg. Canadian banks). \n  \nArguments against the rescoping: \na) An estimated delay of minimum 6 weeks will occur given that we need to rescope from a LC to a total scope. It means Modelling done by mid-September and Documentation done by mid-October. This planning doesn’t take into consideration the definition of a new RDS! Therefore\, FCG estimates there is a strong risk that the conclusion will be incorrect in case the RDS doesn’t fit the larger scope (see points below). \nb) The Large Corporate scope was chosen because we decided to start the WG in a controlled environment (with a validated LC report and RDS). Once the method proves to be validated by satisfying results\, we can direct the study toward a larger scope in a second stage. \nc) The purpose of using a RDS conflicts with extending it to a different scope because it is defined for a specific representativeness purpose : \n“The purpose of creating an RDS is to match as closely as possible the risk conditions of a target portfolio of a single bank.  Therefore\, a single standard RDS could not possibly suit all users.  In this report GCD bases the analytics on a filtered data set which combines elements of representativeness and data quality.” \nd) Therefore\, if we don’t take into account point (c) and still enlarge the currently defined RDS for LC\, it will probably not fit the whole portfolio; for the following reasons: \n\nFor the Large Corporate RDS\, member decided to exclude borrowers with an EAD less than 100.000 euros. Can this threshold be meaningful for the entire data set? Even for SME?\nMembers also decided to exclude borrowers with more than 10 loans\, expecting that this might cause overweighting. Is this applicable to Project Finance asset class for example?\n\ne) Creating a new RDS on the whole portfolio is a time-consuming exercise. Based on the previous experience of defining the LC RDS\, it took more than a year including validations. \n  \nPlease submit your vote (for or against the rescoping) by replying to this email (to olivier.plaetevoet@globalcreditdata.org ) before the special WG. If you wish to discuss it\, feel free to join the working group this Monday 15th July between 2pm and 2:30pm CET / 8am-8:30am EDT / 10pm-10:30pm AEST . \n \nAganda: \nhttps://www.globalcreditdata.org/wp-content/uploads/2019/07/wg_lgd_reference_model.ics

SUMMARY:Webinar: Learn to sample GCD data for quality and representativeness
DESCRIPTION:Beginning of the year\, GCD released its second authoritative report on loss given default (LGD) for large corporate borrowers with a turnover above €50m. According to the data\, banks recover\, on average\, 76% of debts owed by large corporate borrowers after default. This is significantly higher than the 55% recovery rate implemented by the Basel Committee on Banking Supervision for corporate exposure under the foundation IRB approach. \nThe findings are based on a reference data set comprising 10\,737 defaulted borrowers and 18\,465 facilities\, from 58 lenders worldwide. The fact that the findings are in line with the previous report in 2018 confirms the stability and consistency of GCD’s data sets and the reliability of the long-term estimates. \nGCD supports its member banks with protocols\, toolings and detailed validation rules\, to use the data as efficient as possible. We invite all (new) data users to join our next webinar on July 9th 2019 at 2pm CEST / 8am EST / 10pm AEDT detailing \n\nHow to create a reference data set with GCD data\,\nHow to best address the aspect of representativity and data quality\nHow to make use of the existing SAS tooling and validation rule table\n\n  \nLogin details:  \nMeeting URL:  \nhttps://globalcreditdata.zoom.us/j/703040050 \nJoin by Phone:  \nNL +31 (0) 20 241 0288 or +31 (0) 70 808 1008 \nUS: +1 669 900 6833 or +1 929 436 2866 \nMeeting ID: 703 040 050 \nFurther international numbers: https://globalcreditdata.zoom.us/zoomconference?m=_meoWyE9zcxHPmq7tMe7L_lr_puNua4X \n  \n  \n  \n  \n  \n  \n  \n  \n  \n \nContact person: \nDaniela Thakkar \nLocation: \nZoom Call

SUMMARY:Kick-off meeting "LGD Reference Model"
DESCRIPTION:In 2018\, GCD has published for the first time its LGD Report Large Corporate – examining the Loss Given Default (LGD) for banks lending to corporate borrowers with a turnover of more than €50m. The report finds that banks\, on average\, recover 75% of debts owed by large corporate borrowers after default and confirms the hitherto untested principle that seniority and collateral drive low rates of LGD. \nFollowing this\, we now move into a new phase.  \nGCD has partnered with FCG to help banks to benchmark their LGD models with a reference model to be built on GCD data.  \nThe work will include \n\nBuilding a RDS on GCD’s increasing data set\nExploration of traditional modelling techniques (to identify drivers of LGD)\nApplying machine learning techniques\nDiscussion on the requirements of a good challenger model/method to be embedded in banks’ processes\nAnalysing unsecured as well as secured facilities\, including different kinds of collateral \nPublication \n\nMembers have been invited to join the kick-off meeting and share their view on the concrete deliverables and how this working group should be run in order to ensure an outcome which is useful for members and publishable.  \nThe meeting has been recorded and the recording is available here.  \n \nLocation: \nZoom call

SUMMARY:Webinar "Benchmarking CECL estimates before Day 1 implementation"
DESCRIPTION:The year 2019 will be a busy one for all US Banks. With banks\, standardsetters and regulators still engaged in a debate about what implementation of the CECL standard for Day 1\, there are only 11 month left before public firms “go live” on CECL. The principle-based nature of the standard means that the remaining time needs to be spent on testing assumptions and validating approaches. For many banks\, attention is on finalizing implementation plans and to kick-start the parallel run. \nGCD has partnered with Accenture and the IIF to help U.S. financial institutions benchmark their CECL models in this critical phase and beyond Day 1 compliance.  \nWe offer all financial institutions (global banks\, community banks\, regionals banks\, specialty financer\, insurers\, …) to benchmark their ECL estimates on a standardized portfolio. Implementation of similar approaches (e.g. IFRS 9) proved that it is important to not stay siloed: knowing where your ECL estimations are in comparison to your peers allow you to act fast and ahead of the game.   \nThe excercise will include various scenarios\, including a stress scenario. In the last weeks\, a core group of banks has designed the template\, tailored it to the US market and developped the roadmap for 2019. \nPlease listen to our webinar (which was originally held on February 7th\, 2019) where we communicate \n\nthe exact timelines in Q1/Q2 2019\nthe setup (template\, FAQ\, etc)\nthe expected detailed data return \n\n  and answer questions from the industry participants. The webinar material can be downloaded here. \nNote: Interested participants in the study should also download the DRAFT TEMPLATE (registration and login required – see upper right corner)\, which is open for public review up till the FEBRUARY 14TH\, 2019 \n  \n \n  \n  \n  \n  \n  \n \nContact person: \nDaniela Thakkar \nLocation: \nZoom Call

SUMMARY:Kick-off new Focus group on "Bank-internal Economic Risk and Performance Measurement within Basel 2 - Pillar 2"
